City and county ad valorem taxes on automobiles are paid at the same time licenses are purchased, all in one fee. New residents of Emanuel County have 30 days after establishing residency in which to purchase auto tags. Under state law liability insurance is required before registration.

Residents 18 years of age or older are eligible to register to vote. To register to vote, residents should go the Registrar's office located at 105 South Main Street in Swainsboro. Emanuel County government consist of five county commissioners elected by district for  four year terms. Chairmanship of the commission rotates among the commissioners.

A county administrator oversees  day-to-day operations which include county road maintenance, county fire protection, Sheriff's Department, county trash pick-up and disposal, recreation, airport and a multitude of other governmental services.

The Emanuel County Sheriff's Department provides law enforcement protection to the unincorporated areas of the county and to those cities that do not maintain full-time police protection.

The Sheriff's Office is located in the Emanuel County Courthouse at 101 Court Street (Rear of County Courthouse). Office hours are 8 am to 5 pm Monday through Friday. The telephone number is 478-237-7526.

After 5 pm, on weekends & holidays, the Emanuel County Jail is the operations center. The Jail is located on Hwy 57 (Kite Hwy). The telephone number is 478-237-8771.
