Local delegation meets
with FAA officials on MOA
A recent meeting held in
Swainsboro with local officials and Robert "Robbie"
McGrath, Federal Aviation Administration Military Operations
Specialist, has resulted in a new proposal to change the Military
Operations Area (MOA) over Emanuel County. The proposal has been
submitted to Air Force officials for their review and approval.
"Our plan calls for the
creation of a new Military Operations Area for Swainsboro. The
dimensions of the new area, designated "Bulldog E", are
now set from 6,000 AGL to 10,000 AGL," stated Ken Warnock,
Swainsboro/Emanuel County Airport Commission Chairman.
Earlier in the
year, the Air Force proposed to lower the floor of the MOA to 500
ft. above Swainsboro.
"The new floor of the
Military Operations Area which covers much of northern Emanuel
County would now be set at 6,000 AGL with this alternative. Our
plan still allows the Air Force to use the MOA for its training
exercises but doesn't negatively impact our community like the
proposal submitted by the Air Force," added Warnock.
The proposal
also created a new "Bulldog F MOA" that runs north of
the Swainsboro Airport through the entire length of the
Operations Area. This new area, "Bulldog F", when
vacated by Air Force training missions, would give flights a
corridor when planes are arriving/departing Swainsboro Airport.
"We hope the Air
Force's response to the new plan will be favorable. It does
appear we are making headway," added Bill Rogers Jr.,
president of the Chamber. "Let's hope we can continue to
move forward in this process."

Emanuel County
Schools stakeholders are invited to a "Community
Coffee" at Swainsboro Middle School on Tuesday, November 16
at 8:30 a.m. in the school's media center. This event,
designed to promote better communication and good will between
school and community, will provide an opportunity for faculty
members and students to share news and information on upcoming
events with the public.
Swainsboro
Middle's eighth grade teachers will also discuss the Georgia
Institute of Technology's SLIDER (Science Learning: Integrating
Design, Engineering, and Robotics) grant and the impact of this
type of instruction on our community.

Farm-City Breakfast is
slated
Dean Scott Angle, Dean of the College
of Agriculture and Environmental Sciences of the University of
Georgia, will be the guest speaker at this year's Farm-City
Breakfast slated for Thursday morning, November 18th.
The annual event is held
to recognize and strengthen the bond between the farming
community and the city community. Awards will be given to an
agricultural family or person and a business or business person
for their outstanding contributions to the agricultural
community.
The event, which
will be held at Catered Creations at 7:30 a.m., is co-sponsored
by the Emanuel County Agribusiness Council, Emanuel County
Extension Service, Emanuel County Farm Bureau, Emanuel County
Young Farmers Association, Ag South Farm Credit, and the
Swainsboro/Emanuel County Chamber of Commerce.

Major Thanksgiving event
planned at Swainsboro Raceway
The 10th annual
running of the "Turkey 100" is fast approaching at
Swainsboro Raceway and the purse has never been larger. An
estimated $51,000 in Crate Late Model prize money is expected to
be put up over the course of the three-day event set for Thursday,
Friday and Saturday, November 25th, 26th
and 27th.
According to Paul and
Debra Purvis, owners, this event will be the largest weekend of
the racing season with huge crowds expected to attend. The
weekend event will conclude the 2010 racing season at Swainsboro
Raceway.

Ultimate Yard Sale is announced
The Swainsboro Downtown Development Authority
is again hosting an "Ultimate Yard Sale" in downtown
Swainsboro. Set for Saturday morning, November 6th,
the event is growing in size and popularity. The last
"Ultimate Sidewalk Sale" was held in June with over 120
spaces reserved. This month's event looks to be even bigger.

to the City of Swainsboro's website or pick up a registration
form from City Hall. There is no charge to have a 10x10 space,
but space is limited.

Georgia
Chamber urges voters to vote "YES"
The Georgia Chamber of Commerce is encouraging voters to vote for
the following amendments that appear on this year's Nov. 2nd
election ballot.
VOTE YES ON AMENDMENT ONE-EMPLOYMENT COVENANTS.
The amendment ensures that Georgia employers and employees enjoy
the same certainty regarding employment agreements as in other
states. If passed, this constitutional amendment will allow
judges to modify existing employment contracts as needed to
reflect their original intent when they are contested in a court

VOTE YES ON AMENDMENT TWO-TRAUMA CARE FUNDING.
The amendment establishes a comprehensive, statewide trauma care
network through the creation of a $10 vehicle tag fee that will
provide funding for critically needed trauma services throughout
the state. Today, the state has only 16 designated trauma
centers, putting many Georgians at risk of being too far away
from the specialized care they need to survive an accident at

VOTE YES ON AMENDMENT THREE-DOT ACCOUNTING.
The amendment allows the Georgia Department of Transportation to
change its accounting practices from a cash basis to a system of
accrual, letting GDOT award multi-year construction contracts on
the expectation of revenues.
VOTE YES ON AMENDMENT FOUR- PERFORMANCE
CONTRACTING. The amendment
authorizes Georgia state government to enter into multi-year
performance contracts for energy-efficient retrofits of state
buildings that would be paid by utility bill savings. For more

VOTE YES ON AMENDMENT FIVE-INDUSTRIAL PROPERTY
ANNEXATION. This amendment allows
owners of industrial property in unincorporated areas to have
that property annexed by a city that currently provides municipal
services to the property in order to ensure continuation of those
services.
VOTE YES ON REFERENDUM A-STATE INVENTORY TAX.
The referendum measure eliminates the state portion of the ad
valorem tax on business inventories which costs retailers and
other businesses millions of dollars a year and discourages
companies from locating their warehousing and distribution
facilities in Georgia.

Special
event for Senior Citizens was a success
The Sudie A. Fulford
Learning Center and the Chamber teamed up to present the first
session of the "Lunch and Learn Series" for this area's
senior citizens on Thursday, October 21st.
Following a delicious
lunch, twenty-four interested people heard a presentation on "Strategies for Long-Term Care
Planning: What Everyone Should Know about Medicare and Medicaid"
made by Attorney J. L. Williamson of Statesboro. The
seminar was filled with vital information. Williamson's firm,
J.L. Williamson Law Group LLC, specializes in estate planning,
elder law, and taxation.
The next event
will be announced later in the year.

2011 Pine Tree Festival committee
holds first meeting
The initial planning meeting for the 2011
Pine Tree Festival & Southeast Timber EXPO Committee was held
on October 20th at the Chamber building. Following a
brief update on the 2010 festival, the committee set the dates
for the 2011 event, Thursday, Friday, and Saturday, May 5th,
6th, and 7th. The group will meet several
times over the next two months to choose major attractions for
the events. Anyone interested in helping with the event is asked
to call the Chamber for the next meeting date.

Important small business
lending changes are slated
The Small Business Administration
reminds small business owners that recent legislation (H.R.5297)
has created very attractive loan terms for small businesses. The
legislation increases the government guarantee on the SBA's
flagship 7(a) loans to 90 percent through Dec. 31st.
The bill also temporarily waives fees on both 7(a) loans and 504
loans, which primarily finance real estate. The waiver of fees is
offered through Dec. 31st also. Combined, these
breaks will make SBA loans less risky for lenders and more
affordable for borrowers.

Regional leadership program is announced
The Georgia
Academy of Economic Development will offer a spring 2011 Economic
& Leadership Development Program.
Sponsored by
the Department of Community Affairs, the Region 9 Academy will be
held in Vidalia, Ga., at the Center for Economic Development.
The program calls
for 4 one-day sessions over a 4-month period. Tuition is $195.
Dates selected for the program are February 24, March 31, April
28and May 26.
Interested
candidates should contact the Swainsboro/Emanuel County Chamber
of Commerce or Tina Hutcheson, Development Specialist, Georgia
Department of Community Affairs, at 478-278-9434.
The program
is ideal for chamber members, newly elected public officials,
economic developers, or those interested in learning more about
how local government works.
This marks the
twelfth year for the Academy. Nearly 300 candidates have
completed the Academy course work.

Prize money to be given away!
Over $600 in prize money will be
given away to the best floats in this year's Swainsboro Christmas
parade. The event will be held Thursday afternoon, December 2nd.
Co-sponsored by
the Swainsboro Downtown Development Authority and the
Swainsboro/Emanuel County Chamber of Commerce, the event will
feature a parade, a visit from Santa Claus, a "chili
cook-off" contest, music, and a host of fun attractions for
young and old.
